The IRS uncovered an unintended side effect of its effort to eliminate the Year 2000 computer bug: About 1,000 taxpayers who were current in their tax installment agreements were suddenly declared in default due to a programming error. Many programs err in, or simply ignore, the century rule for leap years on the Gregorian calendar (every 4th year is a leap year, except every 100th year which is not, except every 400th year which is). For example, early releases of the popular spreadsheet program Lotus 1-2-3 treated 2000 as a non-leap year, a problem eventually fixed. But, all releases of Lotus 1-2-3 take 1900 as a leap year;
by the time this error was recognized, the company deemed it too late to correct: ``The decision was made at some point that a change now would disrupt formulas which were written to accommodate this anomaly''. A computer software error at the Tiwai Point aluminum smelter in Southland, New Zealand at midnight on New Year's Eve 1997 caused more than $AU 1 million of damage. The same problem occurred two hours later at Comalco's Bell Bay smelter in Tasmania (which is two hours behind New Zealand). In a heavily loaded computer system, a steady stream of high-priority processes can prevent a low-priority process from ever getting resources. Generally, one of two things will happen. Either the process will eventually be run (at 2 A.M. Sunday, when the system is finally lightly loaded), or the computer system will eventually crash and lose all unfinished low-priority processes....

Windows 7 Network Disconnects When Idle?
I am having an issue with the network interfaces (both wired and wireless) disconnecting when the computer is idle for some period of time (~15 minutes from what I've observed).
This happens both when the computer is plugged into a power source and when running off the battery. It appears the computer is actually turning the interface off (link light on switch port goes off, and WAP shows no association). When the computer is no longer idle (kb/mouse input), the interfaces do automatically come back online without further issue.
Having active network traffic (eg. keepalives sent every 60 seconds by an app, like PuTTY) does not prevent the idle timeout from killing the connections. I have verified with a packet sniffer on the remote server that the keepalives are indeed being sent (at least until the interface gets shut down on the laptop).

Wired NIC: Intel 82567LM (driver version 10.0.6.0)
Wireless NIC: Intel WiFi Link 5300 (driver version 12.4.1.4)
Software: Windows 7 Enterprise 64-bit (functionally equivalent to Ultimate version) w/ current OS and driver updates/patches
Dell support responded saying Windows 7 is too new and referred me to Microsoft. Microsoft support responded with a couple of power saving config changes (described below) which did not work. Google searches have all yielded one of two answers - the Microsoft suggestion and a registry hack (also described below).
Per Microsoft Support:
- Control Panel -> Network & Internet -> Network Connections
- Right-click on desired interface, and select "Properties"
- Click the "Configure" button on the interface properties
- Under the "Advanced" tab, look for power-saving related options and set to "Disabled"
- Under the "Power Management" tab, uncheck "Allow computer to turn off this device to save power"
- Save & Reboot
Also per Microsoft:
- Control Panel -> Hardware & Sound -> Power Options
- By the selected power profile, select "Change Plan Settings"
- In the "Edit Plan Settings", select "Change advanced power settings"
- Under Wireless Adapter Settings -> Power Saving Mode, set options to "Maximum Performance"
- Save & Reboot
Per suggestions found on Google:

This sounds a lot like a power problem. I know you've tried the changing the power settings but I would play around with them more. My connection cuts also after some time but I have no constant keepalives so it doesn't really bother me. You could just set it to never go idle. That should stop the problem.

WASHINGTON (AP) - Federal regulators took an important step Thursday toward prohibiting broadband providers from favoring or discriminating against certain kinds of Internet traffic.
Despite the concerns of telecommunications companies and the agency's two Republicans, the Federal Communications Commission voted to begin writing so-called "network neutrality" regulations. Proponents say the rules would prevent phone and cable companies from abusing their control over the market for broadband access.
FCC Chairman Julius Genachowski said regulations are needed to ensure that broadband subscribers can access all legal Web sites and services, including Internet calling applications and video sites that compete with the broadband companies' core businesses.
"Internet users should always have the final say about their online service, whether it's the software, applications or services they choose, or the networks and hardware they use to the connect to the Internet," Genachowski said.
The FCC's two other Democrats voted to support his plan. The agency's two Republican commissioners voted merely to start the formal rule-making process, but said they are opposed to the substance of Genachowski's proposal.
Republican Commissioner Robert McDowell said he remains unconvinced that broadband providers are engaging in widespread anticompetitive behavior that requires government intervention.
"I do not share the majority's view that the Internet is showing breaks and cracks, nor do I believe that the government is the best tool to fix it," he said.
Next up for the FCC is to actually craft the rules, with a vote on whether to adopt them expected to come by next summer.
That would culminate a five-year debate in Washington that has pitted Internet companies such as Google Inc. against some of the biggest phone and cable companies—including AT&T Inc., Verizon Communications Inc. and Comcast Corp.
The broadband providers insist they need flexibility, free from government intervention, to keep their networks running smoothly. They want to ensure that high-bandwidth applications such as YouTube videos don't hog too much capacity and impede other traffic, like e-mail and online searches. They also say that net neutrality regulations would discourage them from expanding and upgrading their networks.
"We continue to hope that any rules adopted by the commission will not harm the investment and innovation that has made the Internet what it is today and that will make it even greater tomorrow," Comcast Executive Vice President David L. Cohen said in a statement.
But companies such as Google, Amazon.com Inc., eBay Inc.'s Skype and Facebook Inc. argue that without such rules, the broadband companies will become online gatekeepers that can prioritize their own online services or those of their business partners—and potentially put others at a disadvantage.
Markham Erickson, executive director of the Open Internet Coalition, called Thursday's vote "the first step toward ... creating a framework that promotes innovation and consumer choice on the Internet."
The Open Internet Coalition represents public interest groups and big Internet companies, including Google, Amazon and eBay.
Genachowski's plan calls for the agency to formally adopt four broadband principles that have guided the FCC's enforcement of communications laws on a case-by-case basis. Those principles state that network operators must allow subscribers to access all online content, applications, services and devices as long as they are legal.
The FCC relied on those guidelines last year when it ordered Comcast to stop blocking subscribers from using an online file-sharing service called BitTorrent, which is used to transfer big files such as online video. Comcast is challenging the FCC ruling in court.
Genachowski also wants the FCC to adopt two additional principles that would bar broadband providers from discriminating against particular content or applications and require them to disclose network management practices.
And he is seeking to apply all six rules across all types of broadband networks, including wireless systems, which have been largely unregulated.
"The time is now to move forward with consideration of fair and reasonable rules of the road," Genachowski said Thursday. "It would be a serious failure of responsibility not to consider such rules, for that would be gambling with the most important technological innovation of our time."

This is how I see it. The internet service providers have spent billions of dollars investing in their business. And then they offer me a choice, I can purchase their service and go on the internet, or I can not purchase it. I feel the government, who did not invest billions in the internet service provider business, has no right to tell them what they can or cannot censor. I do not own the internet service. Therefore I should have no say what content they provide me, other than purchasing their service if it pleases me, or not purchasing their service if it does not please me. Just like with any other business.
